The collection includes leaflets, newspapers, and posters that he saved from store windows in Manila. The leaflets in the collection were produced mainly by the Japanese intelligence forces and were targeted at Australian, Dutch and American troops. Several of the propaganda leaflets aimed at the Australians were designed to cause dissatisfaction between them and the US forces. Franklin D. Roosevelt is often portrayed as a villain in both leaflets for the Australians and the Americans.

The collection contains propaganda leaflets and materials created by the Psychological Warfare Branch, along with descriptions of target audiences, information on the purpose of the leaflets, and translations. Selected examples of Japanese propaganda leaflets for Australian and U.S. troops are included. Additional items include newspapers published by the Office of War Information in the Philippines, photographs, posters, and Sandberg's diary from May 1943 through June 1945.
