State highway engineer for Nebraska's Department of Roads and Bridges from 1934-1935, Arthur T. Lodbell served in France during World War I. He maintained his reserve commission and taught Reserve Officers' Training Corps (ROTC) classes at the University of Nebraska before being called to command of newly formed POW camps in Clarinda and Algona, Iowa, during WWII.
